Regression: Images added via file:/// can't be opened

You can attach images to the note, but sometimes you may want to add them using file:/// protocol.

Something like this:

Here is a cat:

file:///C:\Images\cat.jpg

And here is a dog:

file:///C:\Images\dog.jpg

```

Since 3.12, it stopped work. You will have an error:
