Possibility to create tags not associated with notes

I've reworked my use of tags. Now, I've detected a problem for me. I can't create a tag which isn't associated to an note. I will in the future assign all my new notes to a predefined list of tags. I think, this is a good way to organize my notes and tags, so that these will be well arranged for use. So, the possibility to add not associated tags will be very desirable.

I upvoted this - I see this as part of 'tag grouping'

Ok here are my thoughts: as to why there could be 'permanent tags' that are unattached to any notes?

Imagine tag structure like:
School <this tag would be unattached to any note>
----------
Physics <this tag would be associated with notes>
Chemistry
Biology

Home
--------
Shopping list

Soccer
---------
Team scores
Coaching

School, home and soccer would be 'unattached' tags, just to create
subheadings for other tags (physics, chemistry, etc.) that come below.

I also notice somebody had suggested a tag structure/hierarchy like this:

school.chemistry
school.biology
school.physics

etc.

I am not sure which will be more user-friendly and usable.
