Option to try to keep note selection on filter change

Now when changing text filter CN tries to keep focused note position, but when changing tags filter it doesn't. This is a clear discrepancy that needs to be resolved.
After some discussion it became clear that some people would prefer to always keep the position as long as focused note remains in view), other would prefer to reset it to the top position.
